They recommend that to upgrade especially the blog that open for registration, the vulnerability is not public but it will be shorty announced.
The security fix for 2.5.1 contains many bug fixes, for the three files, which are wp-includes/pluggable.php; admin/includes/media.php and also the wp-admin/media.php. You can find the new corrected file at wordpress official website.
